El Partido Nacionalista Vasco se instaló en una Guipúzcoa que estaba experimentando en el periodo aquí analizado, 1893-1923, un proceso de modernización que no puso en cuestión los valores sobre los que se sustentaba la sociedad guipuzcoana. Gracias a ello, los nacionalistas conocieron un importante crecimiento basado en tres elementos, la defensa sistemática de la religión católica, los fueros y el euskera, un aparato organizativo movilizador y eficaz y una política de alianzas muy activa. Todo ello le permitió en 1923 ser la primera fuerza en la Diputación Provincial.
