To date, the growing body of literature about Disarmament, Demobilisation and Reintegration (DDR) has focused primarily on questions of policy design. It has widely neglected the beneficiaries of policy and their lives beyond DDR programmes. El autor da a conocer y analiza un episodio casi desconocido de cómo fue la participación de Colombia en el Consejo de Seguridad de las Naciones Unidas durante 1989 y 1990. Estos dos años fueron enriquecedores para el país y rescataron parte importante de su perfil internacional, ya que tuvo que ver con decisiones trascendentales sobre asuntos tales como la Guerra del Golfo, la invasión a Panamá, los territorios árabes ocupados, el proceso de paz en Centroamérica, la independencia de Namibia y el narcotráfico.
